John C. Munene
(PhD, BirckBeck College, University of London,
1981) is a Professor of Organisational and
Industrial Psychology at Makerere
University and Makerere University Business
School. In both current research and consultancy
interests Professor Munene occupies a competence
development niche in Human Resources Management, Organisational
and institutional development. He has a wide experience in the Public Sector,
NGO Sector, Public Enterprise/Authority Sector and Private Sector in Uganda
where he has conducted major competence based human resources interventions.
Work undertaken in Uganda
includes restructuring Uganda Revenue Authority; Uganda Communications
Commission, Uganda Medical Stores and other major employing organisations in the Country. He has also designed a 5 year training
strategy for Uganda Bureau of Statistics, a 5 year National Negotiation
Training Strategy for the Government of Uganda; a 5 year Procurement and
Disposal Training Strategy also for the Government of Uganda among other organisations.
Within the East African Region
Professor Munene has designed the Rwanda National
Tourism and Wildlife Training Strategy for the Republic
of Rwanda Government; and conducted
several job evaluation and salary administration for international NGOs in Rwanda. In all these and other activities Professor
Munene uses a competence based approach that he modelled from international approaches such as the
“Standards” to suit the East African environment.
Professor Munene
founded PILA Consultants, where he undertakes
consulting work in Human resources and OD, to provide hands-on-experience to
young ambitious and competitive HR professionals with a postgraduate degree
in the subject. Prior to returning to Africa and Uganda,
Professor Munene worked in England as a trainer with a not-
for- profit training organisation for three years.
Then went to Jos University
where he taught OD, training, and Organisational
theory for close to a decade. He is now an Adjunct Professor of Human
Resources at Ghana Institute of Management and Public Administration where he
lectures in Performance Management.
Professor Munene
is a paid up member of American Academy of Management, International Academy of African
Business Development; International Association of Applied Psychologists;
American Psychological Association; International Association of Cross
Cultural Psychologists; and Organisation for Social
Science Research in Eastern and Southern Africa.
Professor Munene
has presented several papers on the application of competence models in Africa in international fora
and has completed a manuscript on the Competences of Public Service Chief
Executives in Public Sector Undergoing Change.
